Elvin Gene Carter, age 83, of Rose Hill, North Carolina died unexpectedly on Wednesday, July 18, 2018 while at New Hanover Regional Medical Center. No services are planned at the present time at his request. Mr. Carter is a beloved husband and father who loved his community very much. Keep smiling his smile.
